Closed Circuit Television (CCTV)
LMCH is committed to protecting personal information consistent with the principles outlined in the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) and the Residential Tenancies Act (RTA). As part of the comprehensive safety and security program in place at LMCH, the use of video surveillance technology is approved as part of a Crime Prevention Through Environmental Design (CPTED) strategy. LMCH is authorized to collect, use, and disclose personal information as per section 28(2) of the MFIPPA. The placement of cameras across LMCH properties has been authorized for the purposes of law enforcement as defined by Section 2(1) of the MFIPPA for investigations and inspections for Landlord and Tenant Board Tribunals as well as to ensure the proper administration of a lawfully authorized activity. Video surveillance is used for the safety and security of LMCH’s tenants, employees, contractors, volunteers, assets, and properties. Cameras will not be placed anywhere that tenants, employees, and the public should reasonably expect privacy. Cameras will be placed in areas where surveillance has proven to be necessary due to thefts, property damage or safety and security related incidents.
All CCTV records are strictly controlled to ensure the privacy of all individuals. LMCH’s Closed-Circuit Television (CCTV) procedure applies to all surveillance systems, surveillance monitors, and camera recording devices used for security purposes that have been, or will be, installed by LMCH on its properties. The CCTV policy provides detailed direction relating to the context, procedures, and protocols within which the organization installs and operates surveillance cameras. The policy also ensures that all applications of video surveillance on LMCH properties are authorized and compliant with the guidelines set out by the Information and Privacy Commissioner of Ontario, as well as the MFIPPA and the RTA. Apart from requests by law enforcement agencies, all formal requests for video records can be directed to LMCH’s privacy officer or designate. All requests are subject to the requirements of the MFIPPA as well as LMCH’s Privacy and Confidentiality Policy. For Tenant Systems: Tenants of London and Middlesex Community Housing may install a personal home surveillance system if it does not impede or damage any LMCH property or assets. The tenant must contact a Property Services Manager for review and approval of the requested area of installation prior to the installation of any hardware. Tenant systems shall not record audio or be a Pan, Tilt, Zoom (PTZ) camera. Tenant cameras shall only be placed in such a way that only their property is visible and shall not view common areas. External cameras shall not view parking lots and cannot be directed to look through windows leading into any building. While conducting unit inspections, tenants may be directed to show LMCH management, or designate, the view of their camera to ensure compliance with legislation and LMCH policy.”
