Closed Circuit Television (CCTV) 

LMCH is fully committed to safeguarding personal information in accordance with the principles outlined in the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) and the Residential Tenancies Act (RTA). To enhance safety and security, LMCH utilizes video surveillance technology as part of a Crime Prevention Through Environmental Design (CPTED) strategy. LMCH is authorized to collect, use, and disclose personal information under section 28(2) of the MFIPPA. Cameras are strategically placed across LMCH properties solely for law enforcement purposes, as defined by Section 2(1) of the MFIPPA, including investigations, inspections for Landlord and Tenant Board Tribunals, and the proper administration of authorized activities. The primary aim of video surveillance is to ensure the safety and security of LMCH's tenants, employees, contractors, volunteers, assets, and properties. Cameras are not positioned in areas where individuals should reasonably expect privacy but rather in locations necessitated by incidents of theft, property damage, or safety concerns.

Stringent controls are implemented to protect the privacy of all individuals captured in CCTV records. LMCH adheres to a comprehensive Closed-Circuit Television (CCTV) procedure governing the installation and operation of surveillance systems, monitors, and camera recording devices for security purposes on its properties. This policy ensures compliance with guidelines from the Information and Privacy Commissioner of Ontario, the MFIPPA, and the RTA. Formal requests for video records, except those from law enforcement agencies, can be directed to LMCH's privacy officer or designated representative. All requests are subject to the requirements of the MFIPPA and LMCH's Privacy and Confidentiality Policy.

Tenants of London and Middlesex Community Housing (LMCH) are permitted to install personal home surveillance systems as long as they do not damage LMCH property or assets. Prior to installation, tenants must contact a Property Services Manager for review and approval of the proposed installation area. Tenant systems should not record audio or have Pan, Tilt, Zoom (PTZ) functionality. Cameras should only capture the tenant's property and must not monitor common areas or parking lots. Cameras should not be positioned to view through windows into any building. During unit inspections, tenants may be asked to show LMCH management, or their representative, the camera's field of view to ensure compliance with legislation and LMCH policy.
