LMCH’s 15-Year Master Regeneration Plan (2026–2040)

London & Middlesex Community Housing (LMCH) has approved a 15-year Master Regeneration Plan that will guide how we renew, redevelop, and grow community housing across London and Middlesex County.

This plan is about more than buildings. It is about protecting affordable housing, improving living conditions, and ensuring LMCH remains financially strong for the long term.

Why Regeneration Now?

  • Over 7,000 households are on the affordable housing waitlist.
  • The average age of LMCH’s housing portfolio is 54 years.
  • Without reinvestment, aging buildings become more costly to maintain and risk being lost from the housing system.

Doing nothing is not neutral. It increases long-term costs and puts affordable housing at risk.

Regeneration allows us to:

  • Stabilize and modernize aging buildings
  • Improve safety, accessibility, and energy performance
  • Add new homes through redevelopment and new construction
  • Strengthen long-term financial sustainability

What the Plan Will Do

Over 15 years, LMCH will:

  • Retain and revitalize viable buildings
  • Redevelop aging sites at higher density
  • Build new affordable and mixed-income housing
  • Acquire housing and land where strategic
  • Modernize operations and asset management
  • Leverage provincial, federal, and alternative funding sources

The first five years (2026–2030) focus on projects already underway or shovel-ready, including continued work at Southdale, redevelopment at Ladybrook, a new development in Strathroy, and strategic acquisitions.

A Mixed-Income Model That Protects Affordability

LMCH will continue its commitment to Rent-Geared-to-Income (RGI) housing.

The plan introduces mixed-income housing where appropriate, combining:

  • RGI units
  • Affordable rental units
  • Market rental units

This approach strengthens financial sustainability and allows reinvestment into existing homes. Mixed income is not a replacement for RGI. It is a tool that helps protect and grow affordable housing over time.

Built with the Community

The Master Regeneration Plan was informed by:

  • Tenants
  • Staff
  • Community agencies
  • The City of London
  • Middlesex County
  • LMCH Board and management

More than 560 voices were engaged through surveys, workshops, and stakeholder sessions.

Regeneration means:

  • Improved accessibility
  • Energy-efficient buildings
  • Stronger neighbourhood design
  • Continued focus on dignity and quality

When redevelopment affects tenants directly, LMCH will provide clear communication, planning support, and relocation assistance.

  • A more stable financial model
  • Stronger mixed-income communities
  • Greater capacity to deliver housing solutions
